2007-2008 Jim Bernstein Health Policy Scholars Program

The Jim Bernstein Health Policy Scholars Program is an opportunity offering academically qualified Duke undergraduates the chance to work with community partners in North Carolina on issues related to the uninsured and/or access to care and for North Carolina residents. It is part of a partnership that began in Fall 2005 between Duke's Center for Health Policy and the North Carolina Institute of Medicine, with generous financial support through the Blue Cross and Blue Shield of North Carolina Foundation.   More about the Program is here: http://www.hpolicy.duke.edu/hpcp/bernstein_scholars/JBHPShome.html

Two Scholars are selected each year from among qualified rising Juniors at Duke University.   There are no eligibility restrictions related either to a prospective Scholar's state of residence, departmental major or academic program of study being pursued except that each Scholar selected must exhibit the academic potential and interest to pursue a senior honors thesis or project that meets the requirements of their departmental major or program to graduate with distinction. Each Scholar would be expected to devote approximately 10 hours weekly during the academic year and approximately ten 40-hour weeks during their Junior year summer; in recognition of their service, each Scholar would receive a stipend totaling $10,000 over two years, payable in equal monthly increments during their Junior or Senior year, including Junior year summer; this stipend may be used for research, travel, tuition expenses or as compensation in lieu of other paid work. Students who already have access to other sources of funding for any aspect of the Health Policy Scholars program (e.g., A.B. Duke Scholars, B.N. Duke Scholars, Robertson Scholars) are not eligible to apply .

Important Program Information

•  Jim Bernstein Health Policy Scholars:

•  Scholar One will work during Junior year with a health policy faculty member on the NC Health Policy Gateway and a companion site titled Who's Who in NC Health Policy . The Gateway is a Web portal for NC health policy information located at   http://www.nchealthpolicy.org/public/; this site is still undergoing renovations.   The Who's Who is an on-line directory of NC health policy experts launched in late April 2006: http://www.nchealthexperts.org/ .

•  Scholar Two will work during Junior year with the NC Institute of Medicine (NC IOM) on issues related to access to care; some of this work may entail putting content onto the NC Health Policy Gateway .    Access to care is broadly defined to include financial access issues related to the uninsured, those covered by Medicaid or similar vulnerable populations, geographic access issues related to those in rural areas, or health disparities that arise from barriers to access.

•  During summer 2008, Scholar One will work with the NC Office of Research, Demonstrations and Rural Health Development (ORDRHD) on projects related to access to care for the uninsured in North Carolina, with the expectation of developing a mutually agreeable topic for a senior honors thesis to be pursued during the subsequent academic year.

•  During summer 2008, Scholar Two will work with the NC Institute of Medicine on projects related to access to care for North Carolina residents, with the expectation of developing a mutually agreeable topic for a senior honors thesis to be pursued during the subsequent academic year.  

•  During Senior year, both Scholars would devote their time to completing an honors thesis or project that meets whatever requirements are established by their departmental major to graduate with distinction.

•  Health Policy Certificate faculty make final placement decisions in consultation with staff from NC IOM and ORDRHD.
